Add Install Script

Description
we need to complete the install script.
the config.php & .htaccess file may not need to be include after the install script is complete
these files will be generated from the info we gather from the site administrator during the install process.
here is a list of task for the install script.
1. gather site info including the following
A. site address / installation directory / admin email / db host / db username / db password
B bit.ly API info
C. Misc Configurations --> error reporting / error logging etc
1. check the database connection
2. generate a config file
3. generate a .htaccess file
3. Delete the install directory after tie installation is complete
