Lua and tolua isn't mentioned at all in configure's arguments. Lua and tolua isn't installed on the system. The result is non compliation.
I suspect Feature #652961 is involved.

Freeciv-web works around this issue by explicitly setting setting --enable-sys-tolua-cmd=no from Freeciv-web commit 670580b8b3a228c81e67675f69544a90e1173753
