Double the movement rates for the multiplayer ruleset, to make it more usable for LongTurn and Play-by-Email games.

Would it be premature to make this change in 2.6.x?
If we do, it'll want to go in by 2.6.0-beta1.

I see no good reason to make this change before S3_0, at least if we are then not prepared to make other changes toward the same general direction of turning multiplayer ruleset to a longturn ruleset.

We are unlikely to see freeciv-web ruleset patches backported to S3_0, so target this to 3.1.
