Freeciv

Current implementation of the secfile long comment saving creates internal section of its own for the comment. That means that it can't be inside another section, but it gets automatically arranged outside of the section.

It might be outside of the scope of this ticket (-> requires new ticket once this part has been resolved) depending on the implementation, but also placing long comment to the very beginning of a section should be considered (i.e., before the very first entry, which usually creates the section as a side effect)
