Main/ViewCustomer/No minimize & maximize buttons. Close button not active

Description:
There is missing minimize & maximize buttons, close button not active when you open "ViewCustomer" form (from main menu). If you open "ViewCustomer" from form list - minimize & maximize buttons are available. But close button is still not active
Steps to reproduce:
1. Open file "scsc"
2. Open "Main" form
3. Create customer "customer 1"
4. Double click on "customer 1"
5. Take a look at the right top corner of the form
1. Open file "scsc"
2. Open "ViewCustomer" from form list
3. Take a look at the right top corner of the form
Actual results:
"ViewCustomer" from "Main" form - no minimize & maximize buttons, close button not active
"ViewCustomer" from form list - close button not active
Expected results:
All buttons are available and workable
