In "EditContact" allowed only USA states and no matter which country chosen
Steps to reproduce:
1. Open file "scsc"
2. Open "Main" form
3. Create and open customer "customer 1"
4. Press "New"
5. Choose country Japan
6. Open "State" list
Actual results:
Allowed only USA states for any country
Expected results:
Needs add states/provinces for all countries in the "State" list
