Can't set autosettler tasks while city governor enabled

Description

When the city governor is enabled, the city map is greyed out; it it thus not possible to right-click and set auto-settler tasks like "mine this tile". (In the Gtk3 clients, at least.)

I don't see any logical reason to prevent setting autosettler tasks while the city governor is doing its thing. (I'm assuming the governor doesn't request its own tasks?)

(From this forum thread, which has a number of wishlist-y items, but this one seems like just a bug we should fix.)

I'm going to push S3_0 patch to S2_6 too. The fix was not as intrusive as I've expected it to be, all these years.
