I tried starting the Europe 1901 scenario in Freeciv 2.6.0 beta1 on Windows.
I then got the error message shown in the screenshot.

I would implement this only with a scenario format change that it can control which of the players' are expected to be used -> next d3f.

We already have "ScenarioReserved" flag for players that should NOT be used by human players, but I don't think relying on it alone would be flexible enough.
