Rename multipliers as policies

Description

Rename 'multipliers' feature consistently as 'policies'. Policies are the only use for multipliers, and having two names for the same feature is only confusing. This is a metaticket about renaming the feature everywhere.

At one point I had a cunning plan that involved multipliers that weren't policies (and were tied to some game state rather than player-controlled UI).

Unfortunately, I don't seem to have written it down, and can't at the moment recall what it was and how it would help.

Re up:
Tax, lux and sci. Another example is distance from capital. First enhancement are at 100 percent part of somebody's plan (somebody means one of Freeciv developer).

If can I suggest another multiplier not being policy, I suggestL
- Unit MP (move points)
- Unit HP (hitpoints)

This could brings battles more similar to one's in Civilization V/VI games. You need only add this multipliers and querying these values for defender/attacker.
