Description
Utility function to find out if any action enablers can enable action for given universals.
This has similar use-cases in action enabler parsing as effect_cumulative_max() has in effects parsing.
Targeting only to master where I already have need for this, but backporting to older branches should be easy if need arise. (I would imagine that help system could use this)
