Shift-E shortcut clash (between airbase and patrol)

Description

In the Qt client, when airbases are eligible to be built, pressing Shift-E does nothing except print a message on the console:

QAction::eventFilter: Ambiguous shortcut overload: Shift+E
The clash is between
  • The "build airbase" action in menu.cpp (this is what I was trying to do). (Shift-E builds airbases in other clients.)
  • The "Patrol" action in shortcuts.cpp. (In the Gtk clients, "Q" does patrol. I haven't spotted "Q" having another function in the Qt client.)

I'm in favour of moving Patrol to "Q" by default.
