I encountered what looks like crosser bug - so fixing it is not under freeciv control. So here's only initial (incomplete) version of the gtk4 environment installation. Going to push this now, and make additions later, once possible.

Turned out that it's not incomplete, but it was already enough when testing with specially crafted custom version of crosser.
