Meson: generate_packets.py to generate only subset of source files

We want generate_packets.py to generate only those source files that current component really needs, to avoid trouble with source files that do not compile in the context of current component (e.g. libfreeciv).
Make it possible to request only subset of source files from generate_packets.py.
