Meson: Make common/ tolua generated headers accessible for other components

Description

As tolua execution is currently implemented in the meson patch stack, generated files are private to the component. This means that common/scriptcore/ headers are available only when building libfreeciv, not when building executables that link against libfreeciv.
In the initial testing server build has succeeded only because it has found headers from the source tree, left there from the autotools builds.
