In forum post http://forum.freeciv.org/f/viewtopic.php?f=11&t=90709 Ignatus is concerned about the fact that units can gain veterancy even from a combat in which neither side dies due to combat rounds limitations. This patch adds ruleset setting only_killing_makes_veteran that can be used to prohibit such gaining of veterancy.
