1. 每人限投一票，但是投過了還可以再投
2. 從投票結果沒有看到重複的投票紀錄

IF (2) 正確，沒有計入重複投票, (1)應該在重複投票的時候不給投票，並提供提示訊息，例如"您已在X年X月X日 HH:MM:SS投過票"
