Rearrange control keys to make space for cultivate and plant controls

Description

We will want shift+I & shift+M for Cultivate and Plant actions.
Currently shift+I is assigned for Connect with Irrigation / Irrigation waypoint. Rearrange keys so that shift+I and shift+M are reserved for Cultivate and Plant.

Hm, I think Ctrl+S for Find City clashes with Ctrl+S for Save. (While I recently revived the latter in S2_6 Gtk3 in bug #850291, it's been in 3.0+ Gtk3+ all along.) Sorry for not spotting this before commit.

My Gtk3/3.22 appear to deal with this by not showing the Ctrl+S shortcut for Find City.

If we're trying to find more keystrokes: I often use Ctrl+N, Ctrl+P, Ctrl+R in quick succession to turn the city bars fully on and off (usually to see what terrain/units are behind them). I've been pondering making Ctrl+N have this effect on its own, and having the contents of the city bar when visible controlled separately. If we do that, perhaps we don't need shortcuts for every part of the city bar? (Topic for another ticket if so, obviously.)

For me, Find City wins, but that doesn't change the fact that there's a clash.

I think we don't want to use Ctrl+C (for find City) because of its meaning in terminals.

I think ctrl+o is free. So we could use it for "Show City Gr(o)wth" and restore ctrl+f for "Find City"?

ctrl+o was used by sdl2-client for Show Pollution. I solved that by moving it to ctrl+shift+o.
