actor_kind = AAK_CITY
target_kind = ATK_SELF

If a ruleset tries to write an enabler for it: "Sorry. City Build Unit is not ready for ruleset exposure yet."

Internal because I don't want any requirements the player don't know until city actors can handle them as well as unit actors currently does.

Exposing this to the ruleset is to solve Feature #846779.

Maybe just "City Change Production" and have it cover both unit recruitment and building construction? Local target for city actors could mean unit / building kind.
