Installer_cross binaries are always installed to "Program Files (x86)", also when they are x86_64 (win64) binaries.

I suppose it's because the installer itself (not freeciv it installs) is always for the same architecture. The same nsis program is used to generate them. Ideally Deban should provide two nsis executables, one for each target architecture.

We now build ONLY win64 binaries, but they are still placed under x86. However, fixing this might have become easier, as now we could place them under 64bit directory unconditionally.
