1. 需求說明:
IIO这边确保txNo的唯一性，就用cw.tx_no做为呼叫api的tx_no；目前来说呼叫api只有一次，失败之后，所有的数据全部回滚。下一次再生成的tx_no又是不一样的
2. 提領api tx_no ：
