Technically speaking Claimed doesn't contradict Center. Future properties may be completely orthogonal to each other.

Tolerate multiple CityTile requirements to be ready for them.

Isn't that true in stable branches too? I would consider it sanity check bug that it prevents them and not part of the frozen ruleset format.

Or can we consider "Center" subset of "Claimed", so that there never is need for both?

I was in doubt if I should make this a Feature for 3.1 or a bug for everything from and including 2.6.

It is almost a subset. Exceptions: Borders off. Can a ruleset be made so a city doesn't claim it's own tile with borders on?
