Add unitstate "Fortified". The plan is to use that for unhardcoding Fortifying bonus.

Maybe it would be better to implement this as a new requirement type "activity" that would cover all unit activity types, not just "Fortified"

I'm curious, could this be now used to trigger casus belli if someone is pillaging your tiles? Or does it need one more little piece to enable that to happen?

If you are talking about one of the effects Casus_Belli_Caught or Casus_Belli_Success they are currently triggered in the supported action's action performer function. It may be easily doable to give Casus_Belli_Success to all actions. See Feature #873295
