Don't lose certain units on terrain change when they can be bounced
See a comment here : if a ship in an inland 1-tile lake contains workers transforming the lake and a cannon that can't go by swamp, the cannon is drown in the swamp with the ship rather than bounced. Why on earth should one put a cannon into the ship - I don't know, but there might be a ruleset with heavy engineers that can go into the swamp only after workers build roads for them. Units that can bounce around are supposed to be kept, so it's a bug.
