Description

The actions "Transform Terrain", "Cultivate", "Plant", "Build Road", "Build Base", "Build Mine" and "Build Irrigation" has a hard requirement that the actor unit has the Settlers unit type flag. Move it from action_actor_utype_hard_reqs_ok() to an obligatory hard requirement so it becomes visible.

Doesn't compatibility action enabler creation in rscompat.c need changes? (Just noticed that the patch does not touch the file)

Thank you for looking at it. Obligatory hard reqs are always added on upgrade. Adding them by hand too doesn't hurt. It is insurance against someone unhardcoing the he obligatory hard requirement in the same branch and forgetting to manually add it to rscompat.
