Just to make sure no one misunderstands: if you think the badness score dai_incident() gives for an action result is wrong you may be correct. Feel free to adjust it in a patch or just to file a bug to complain. The scores were not the result of fine tuning. My intention was to improve the situation from "nukes gets a custom value, pillage is a 2 on a scale from 1 to 10 and everything else is a 5 on the same scale".
