I hope to replace "Paradrop Unit"'s action performer's player map checks with a client side warning that the action probably will be illegal in 3.1. This makes it possible to order the action if you suspect that the terrain has changed or that the city isn't owned by the player it was owned by the last time you saw it.

For that I need the client side checks. My current plan is to display a warning icon on the buttons in the action selection dialog, warn in the tool tip and maybe even have the user check a box to show actions his player map / other player info gives him reason to think is illegal. The initial patch won't include all those UI elements.
