Introduce "Trade_Route_Output_Pct" effect

Description

The main target is compatibility with SuperHighways effect from CivII that, alongside with city trade increment, also gave bonus to trade routes' output in its city (but not in its trade partners).

The other target is replacing trade route types with a part of common effect system (e.g. we could make nations in Feudalism get from trade routes the same revenue as they were all intercontinental). Output of a city's trade route to another city is modified by this effect calculated to the city's owner in relation to the other city's owner, the city and the tile of the other city. If it equals -100, there is no output but the route is kept, if it falls lower on either end, the route is cancelled. To support all aspects now controlled by [trade] section of game.ruleset, we should also make a requirement testing if that city is on another continent and add output type support to Trade_Revenue_Bonus effect.

Ow, really! Missed that it has appeared in 3.0 even 2.6 0_0 Well, let the proposal to move trade routes output to effects be just an idea to comment.
