Add 'ci' target for the msys2 Makefile, and use it instead of 'make snapshot' in CI. This makes it possible to for example disable the CI build without breaking normal snapshot target when problems like Bug #903493 occur. That is the situation just now, so the initial version of the patch will disable the build.
