"Fortress" can appear in unit "Activity" requirements.

Description
The "Fortress" unit activity is there for compatibility with old savegames. It should not be exposed to the ruleset.
Ban it from appearing in any "Activity" requirement.
Reported separately from Bug #918765 since it was documented as working.
