Rulechange: allow city escaping to non native tile

Description

Allow loading to transports on non native tiles when escaping city destruction. At the moment an embark action in escape_city will only happen when trying to go to a native tile the unit can't survive on.

Changing this as a hard coded rule would have consequences for alien. It could alternatively be soft coded by putting the target tile must be native requirement in the ruleset.

Alien has buggy behavior on this area. If I understand the semantics here correctly, this would not completely fix alien, but would be a step to right direction.
