Go over and reorder actions before 3.1

Description

Make sure that the actions are grouped logically so similar actions appear next to each other in the action selection dialog, the go to and perform action etc.

I don't see d3f aspect of this. Even savegame formats supports rearranging actions. npf is affected, of course.

As nobody pointed out otherwise, stopped blocking d3f with this, and block npf instead.

Rearranging the actions seems to have limited impact to all that, as actions are grouped by their target type. This causes, e.g., Disembark (tile targeted) to be in completely separate group from Embark (unit targeted) even when they are listed next to each other in the actions.

Anyway, these are the arrangements I've made:

- Group variants "1 ... 4" of the same action together
- Transport/cargo actions in one group
- Load action before equivalent Unload action
- "Move" actions last before user actions - they are usually equivalent of
"Do nothing, just move on"
- Lethal bombard grouped together with other bombard actions
- Transform Terrain moved last of the terrain transformative actions
as it's typically available in late game only
- Moved extra building actions next to terrain transformative actions,
followed by group of extra removal actions
- Grouped unit transformation actions (Upgrade and Convert) together
- Moved "Make Homeless" next to "Home City"
- Moved Bombard actions together with various attack actions
- Moved "Fortify" (defensive action) immediately after attack actions
- Grouped all Paradrop actions together
- Moved "Capture Units" next to "Bribe Unit"
