I have tested this in 3 scenarios
1. Paradrop onto unoccupied enemy territory. Causes incident. Works.
2. Paradrop onto enemy base. Causes incident. Works.
3. Attempt paradrop onto empty enemy city. Not allowed because not at war. Works.
So I can say that it works for these cases but do not yet know about the new "conquer extra" action. It would work there if it's essentially the same code being used under it.
