AI: support fueled units with fuel > 2
I propose it since v.3.0 though fuel 4 submarines are common even in 2.5 rulesets.
The units should be able to select targets as non-fueled units as long as they are able to return to a base from these targets (i.e., if they have fuel on the way back and forth, all right, otherwise they should look for a base closer to their target than their starting one.)Other things to consider (maybe worth their own tickets):
- Slowing down due to low hp, if the class has it.
- Probability of intermediate clashes and obstacles.
- If we clear a tile from enemies, we can pave a route through this tile.
